how should I decorate this room. It is a 4 in one room?

I mean it is my toddlers daughters main bedroom/ older kids 13 nd 11 and her playroom/ guest room and my office. I want it to be fun for her but mature enough for guests and nice for me too. But allow her imagination to come into play. It is light yellow at the moment but I planning on turning it light pink. I just do not know what to do. Any suggestions would be great.

Is it legal for an apt complex to rent to families of 3 or more in a one bedroom?

I just moved to an apt complex and of course when I came and viewed the property it was described as quiet and now since I moved in, it is not. My neighbors have 3 or more living in all one bedroom apts. The kids have no place to play and play running along the stairways, and the neighbors are always outside talking loud.
