How many people can occupy a one bedroom apartment in the state of Kentucky?

I need to know is it okay for a mother with one boy
and one girl and grandmother to live in one bedroom apartment. There is one bedroom a living room a kitchen and bathroom. A total of 4. I personaly think it is okay. How many people had 9 kids back in the day lived with one bedroom for kids. Families were closer then too.
This is for a friend. Or do they need a 2 bedroom apartment?

They didn't have zoning laws or code enforcement "back in the day." They do today.

Generally, two adults with an infant or a toddler can occupy a one bedroom apartment. The apartment is almost certainly zoned as a one family unit - three generations and four people are too many for a one bedroom apartment.

Can My girlfriend and I, live in a 1 Bedroom apartment if we have a Child?

Right now I live in a 2 bedroom with my Girlfriend and our Daughter. Our Daughter is 21 months, she will be 2 in September 2013. Times are a little tough, money is tight so we want to move into a 1 bedroom Apt so we can save a little bit of money on rent. My girlfriend asked our landlord / apartment manager if we can move into a 1 bedroom. The landlord said we can NOT move into a 1 bedroom because we have a kid that is older then 1 years old. My Daughter sleeps in the same room as us, some times even in the same bed, well most of the time she sleeps with us lol. Her bed is Right next to my bed so she sometimes rolls onto our bed.
I searched around the net to try and figure out what the rules were for this situation, and I have found some info but I do not know if it applies for my state. Plus with what I found I did not really understand or it did not really explain anything that great... (If that makes Sense?)
I do not know too much about apartment renting guidelines, but can they tell me I can NOT move into a 1 bedroom if I have a child that is older then 1 years old?
I know its not the best thing to have your child sleeping with you in the same bed or even the same room, I know that, but I just want to information on the rules of having a 1 bedroom, and kids.
I really appreciate any answers, and thank you in advanced.

I googled it and the only law pretaining to your state that I could find is 2 people per bedroom so you would need a 2 bedroom. I know that there are laws around the u.s. stating that children after a certain age need their own room and boys/girls can't share a room after a certain age. Also, the landlords can make their own housing rules as they see fit and its perfectly legal. So find a cheaper 2 bedroom.
