100gms of clear paint mixed with 50gms of glow powder is good enough to give you photoluminescent paint for glow-in-the-dark ceiling stars.

depends, are you making it for kids in a building like a school or gymnasium? you can use card board and make the outside and inside walls by gluing and stapling. if it's out door, you can use plywood, but you'd have to use hammer and nails or a nail gun.
