Q. My neighbors have 4or5 adults and 4 children living in a tiny 2 bedroom apartment. the noise is driving me nuts. The kids are up until 3 or 4 am and the adults are on the porch hollering and being obnoxious.I have tried talking to them but it does no good. the landlord is not much help either.
A. Most states/counties have laws regarding how many people can live in a unit. What you discribe sounds like a major violation in any city/town. Call your local building department/housing authority.

A. No, probably not. Very few states have restrictions on the number of occupants in an apartment. There is a HUD rule which states that the reasonable permissible occupancy is 2 persons per bedroom plus one. That's five persons for the 2-bedroom apartment. A landlord cannot discriminate and deny occupancy to a tenant, when there are 5 or fewer people because of the size of the family, but there is no rule that says he cannot allow say 6 or 7 people. Can the HOA regulate how man children renters are allowed to have?
Q. I'm renting out a condo in Clearfield Utah and as i understand it you have to Allow UP TO 2 people per bedroom. It's a two bedroom condo and a single mom with 3 kids wants to rent it but the HOA "rules" says "renters will be allowed no more than two children per unit". Are they allowed to do this?
A. Yes, because you were given a copy of the rules when you bought the place, and agreed to abide by them.
That said, there may be a State law or city ordinance that limits the authority of a landlord or HOA to discriminate against a single mom with more than two kids.

What can I do to get my boyfriend to sleep in our bed when his kids are over?
Q. My boyfriend and I have been together for 2 years. We have his 3 kids over 4 nights a week. The kids and I have a great relationship, respect both ways. My boyfriend refuses to sleep in the bedroom with me when the kids are over. He claims that it might permanently scar the children. How can I convince him it will be okay? Their mother sleeps with another woman so how can us in the same bed scar them further?
A. What he's really saying when he's telling you that "it might permanently scar the children" is that he doesn't think it is the kind of behavior he wants his kids to see. He can't control what their mom does but he wants to exhibit the "right" behavior when he has them. And he probably can't tell you that straight up because he doesn't want to start a fight.
